
The agenda of the second day of the meeting includes issues on the approval of the National Security Concept and the Military Doctrine. These are fundamental documents regulating the state’s approaches to ensuring its own security in various areas, taking into account geopolitical changes in the world, the use of military force in response to existing challenges and threats.
In his speech on the second day of the meeting, the Head of State noted: the delegates have heard more than once that the military-political situation in the region, and in the world as a whole, is assessed by politicians and experts as a crisis with prerequisites for a transition to a phase of global conflict. On the first day of the meeting, April 24, the President dwelt in detail on the reasons for the new round of confrontation between the West and the East.
“Today we will talk about what forces and means are used to escalate threats to our national security. The main real risk is created by a hot spot in the region – of course, Ukraine. Washington is doing everything to draw our country into the conflict. To launch the mechanism for drawing in other states, that is, to weaken the Western and Eastern European regions,” Alexander Lukashenko emphasized.
Describing the situation at the front, the Head of State recalled the heavy fighting and loss of life, the shortage of ammunition and servicemen in the Ukrainian army. At the same time, he noted the drone strikes on Russian infrastructure, financial and military assistance from the United States. “Not to give this money means missing the opportunity to weaken us and Russia,” the President said. “The allocation of $60 billion by the United States of America for the war is the most important factor in the escalation of the conflict in Ukraine. And it is very dangerous that long-range missiles were allocated.”
On the other hand, the Head of State added, the Russian army is equipped with new weapons and has large reserves in each brigade. The Russian military is moving forward, although this progress is very slow, Alexander Lukashenko noted. “A certain zugzwang has formed – neither they, the Ukrainians, nor the Russians …” – he noted.
According to the President, the most favorable situation for peace negotiations has now developed. It would be possible to start with the Istanbul agreements, the Head of State believes.
“This does not mean that these agreements initialed by the parties will be accepted as a result of the negotiations or will form the basis of a peace treaty. No. But we can start with them and move forward. Of course, the peace treaty will not be a copy of these agreements. The peace treaty will be different, but we can start with this,” the Belarusian leader believes.
