In pursuance of paragraphs 17 and 18 of the Plan for the preparation of draft legislative acts for 2024, approved by the Decree of the President of the Republic of Belarus dated November 28, 2023 No. 380, as well as paragraphs 17 and 18 of the plan for the preparation (participation in the preparation) of draft legislative acts by republican government bodies in 2024, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated December 28, 2023 No. 966, guided by paragraph 1 of Article 42 of the Law of the Republic of Belarus dated July 17, 2018 No. 130-Z “On Regulatory Legal Acts”, the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus has created working groups to prepare the draft Law of the Republic of Belarus “On Amendments to the Subsoil Code of the Republic of Belarus” and the Law of the Republic of Belarus “On Amendments to the Law of the Republic of Belarus “On Amendments to the Water Code of the Republic of Belarus” (hereinafter referred to as the draft Laws). The working groups included representatives of government agencies and organizations, and design organizations.
The improvement of the Code of the Republic of Belarus on Subsoil and the Water Code of the Republic of Belarus will be carried out taking into account the practice of their application, bringing them into line with other legislative acts, international obligations and experience
In accordance with Article 15-2 of the Law of the Republic of Belarus dated November 26, 1992 No. 1982-XII “On Environmental Protection”, citizens and legal entities have the right to participate in public discussions of the draft Law.
Based on Chapter 2 of the Regulation on the procedure for organizing and conducting public discussions of draft environmentally significant decisions, environmental reports on strategic environmental assessment, environmental impact assessment reports, accounting of adopted environmentally significant decisions, approved by Resolution of the Council of Ministers of the Republic of Belarus dated June 14, 2016 No. 458, the Ministry of Natural Resources forms a circle of interested public and invites citizens and legal entities to submit an application to receive a notification of public discussions of draft Laws indicating the information specified in paragraphs two through four of Part One of Clause 10 of the said Regulation.
