The improvement of legislation affected issues of state environmental expertise, strategic environmental assessment and environmental impact assessment, protection of atmospheric air, protection of the ozone layer, waste management, transformation of republican reserves, determination of the amount and implementation of compensation payments for harmful impact on wildlife and (or) their habitat, formation of a scheme of the state network of hydrometeorological observations, protection and use of subsoil and other issues.
Work has been carried out to update the provisions on the procedure for implementing administrative procedures carried out in relation to legal entities and individual entrepreneurs, for which the Ministry of Natural Resources and Environmental Protection acts as the regulatory body.
The environmental protection agency has begun work on developing the Concept of the draft Environmental Code of the Republic of Belarus in order to systematize legislative acts and individual legislative acts in the field of environmental protection, aimed at streamlining and improving the legal norms of regulatory legal acts, bringing them into a single, coordinated system.
A draft Law of the Republic of Belarus “On the Handling of Genetic Resources” has been prepared and submitted to the subject of the right of legislative initiative, which lays down the legal basis for state regulation in the field of handling genetic resources for the purpose of their conservation and sharing on a fair and equal basis the benefits from their use to ensure the conservation and sustainable use of biological diversity, human health and food security, as well as the implementation of international treaties of the Republic of Belarus in this area.
The following Laws of the Republic of Belarus were adopted last year:
- from July 17, 2023 No. 294-Z "On Amending the Law of the Republic of Belarus "On Environmental Protection";
- from July 17, 2023 No. 295-Z "On Amending the Law of the Republic of Belarus "On the Protection of Atmospheric Air";
- from July 17, 2023 No. 296-Z "On Amending Laws on State Environmental Expertise, Strategic Environmental Assessment and Environmental Impact Assessment";
- from December 29, 2023 No. 332-Z "On Amending the Law of the Republic of Belarus "On the Protection of the Ozone Layer";
- from December 29, 2023 No. 333-Z "On Amending the Law of the Republic of Belarus "On Waste Management".
