
On April 26 of this year, the Resolution of the Ministry of Natural Resources and Environmental Protection dated March 28, 2024 No. 8-T , comes into force, which approves environmental standards and rules (EkoNiP) “Environmental Protection and Nature Management. Climate. Requirements (rules) for the quantitative determination of greenhouse gas emissions”.
The document establishes requirements for the quantitative determination of greenhouse gas emissions by legal entities and individual entrepreneurs to ensure production accounting of greenhouse gas emissions from sources and their absorption by absorbers.
According to the said regulatory legal act, when quantifying greenhouse gas emissions, the sources of their emissions that occur directly from facilities managed by business entities and from the production processes they carry out, including branches or separate divisions, including in the case of their location on the territory of various administrative-territorial units of Belarus, are taken into account.
When quantifying greenhouse gas emissions, calculation methods are used based on data on the work of the business entity and emission factors, as well as calculations based on the material and raw material balance. This regulatory legal act also defines the categories of sources of greenhouse gas emissions and the list of gases for which the quantitative determination is carried out.
The approved EcoNiP will ensure the quantitative determination of greenhouse gas emissions within the framework of the preparation and maintenance of production records of greenhouse gas emissions by legal entities and individual entrepreneurs, which will subsequently facilitate the planning of measures to reduce the carbon intensity of manufactured products and confirmation of this for the regulatory bodies of the EU transboundary carbon regulation mechanism, as well as for possible similar mechanisms of the EAEU member states..
