
The deputy corps adopted today in two readings the draft Law “On Amending Laws” (on issues of optimizing administrative procedures in the field of protection and use of natural resources).
This draft law was presented at a meeting of the tenth session of the House of Representatives of the National Assembly of the Republic of Belarus of the seventh convocation by the Minister of Natural Resources and Environmental Protection Andrei Khudyk and the Chairman of the Standing Committee of the House of Representatives on Ecology, Nature Management and the Chernobyl Disaster Nikolai Vasilkov.
“The changes envisaged by the draft Law of the Republic of Belarus “On Amending Laws” will improve legal mechanisms in the field of environmental protection and nature management, ensuring optimal interaction between nature users and government agencies, as well as ensuring the digitalization of administrative procedures and reducing the administrative burden on business entities whose activities are related to nature management,” the head of the environmental protection agency noted in his report.

The Law “On Hydrometeorological Activity” is being amended to exclude organizations authorized to perform work on active influence on meteorological and other geophysical processes from state registration objects in the field of hydrometeorological activity, as well as a reference to the legislation on administrative procedures.
The Subsoil Code of the Republic of Belarus amends the rules regarding the procedure for:
- implementing administrative procedures specified in the unified list for obtaining approval for projects — conservation, re-conservation, and liquidation of mining enterprises and mine workings related to the development of mineral deposits of limited occurrence (parts thereof), common minerals (parts thereof), strategic minerals (parts thereof);
- providing a geological and mining allotment with the issuance, in accordance with the established procedure, of an act certifying the geological or mining allotment;
- reducing the period for conducting a state geological examination of design documentation for geological exploration of the subsoil from 2 months to 30 working days;
- amendments are being made in connection with the development of new approaches to regulating economic activity and reengineering administrative procedures in terms of coordinating projects for the conservation, re-conservation, liquidation of mining enterprises, mine workings, as well as underground structures not related to the extraction of minerals.
The following amendments are being made to the Law of the Republic of Belarus “On Renewable Energy Sources”:
- in order to simplify the administrative procedure, the procedure for issuing a certificate confirming the origin of energy produced at installations using renewable energy sources is being changed;
- in order to regulate issues of handling installations using renewable energy sources that are unfit for use, regulatory requirements are being introduced to ensure their disposal.
