Alexander Alexandrovich Bulak was born in 1988 in the village of Benin, Novogrudok district, Grodno region.
In 2010 he graduated from the Belarusian State Technological University, in 2022 – from the Academy of Public Administration under the President of the Republic of Belarus.
From 2010 to 2014, he worked as a forester in the Korelichi forestry of the state forestry institution Novogrudok forestry.
From 2014 to 2015 he was a forester of the Dzerzhinsky forestry of the state forestry institution “Minsk forestry”.
From 2016 to 2021 – forester of the Ratom forestry of the Borovlyansky special forestry enterprise of the Minsk state production forestry association.
From 2021 to 2022 – Deputy Chairman of the Minsk Regional Committee for Natural Resources and Environmental Protection.
On November 29, 2022, he was appointed to the position of director of the state educational institution “Republican Center for State Environmental Expertise, Training, Advanced Training and Retraining of Personnel” of the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus.

Dmitry Aleksandrovich Melnichenko was born in 1975 in Minsk.
In 1994 he graduated with honors from the Minsk Radiotechnical College, in 1997 – from the Belarusian State University of Informatics and Radioelectronics, in 2000 – from the university’s postgraduate program.
In the period from 2000 to 2017 he worked in various positions at the Belarusian State University of Informatics and Radioelectronics.
From 2008 to 2011 – Vice-Rector for Research at the Educational Institution “Higher State College of Communications”.
On September 27, 2017, he was appointed to the position of Deputy Director for Academic and Scientific Work of the state educational institution “Republican Center for State Environmental Expertise, Training, Advanced Training and Retraining of Personnel” of the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus.
Candidate of Technical Sciences. Associate Professor in the specialty “Ecology”.
