The document developed in accordance with the National Action Plan for the Development of a “green” economy in the Republic of Belarus for 2021-2025 provides for:
- identification of priority areas for the development of a closed-cycle economy (ecodesign, resource-efficient production, industrial symbiosis, packaging, sharing economy) and priority sectors (industry, construction, housing and communal services, transport, agriculture and forestry, services);
- description of the current level of implementation of projects for the transition to a circular economy;
- goals, objectives of the introduction of a circular economy in priority sectors and mechanisms for the implementation of the national strategy.
The main indicators of the effectiveness of the implementation of the national strategy are:
reduction of the energy intensity of GDP (in 2005 prices, from 388.1 kg of CU/million rubles in 2021 to 268 kg of CU/million rubles in 2035);
increase in the volume of primary energy production (extraction) from renewable energy sources to the volume of gross consumption of fuel and energy resources (from 7.9 percent in 2021 to 9 percent in 2035);
reduction of the intensity of production waste generation per unit of GDP (in comparable prices in 2018 from 0.49 kg/rubles in 2021 to 0.4 kg/rubles in 2035);
the level of use of industrial waste (excluding large-scale waste) (at least 90 percent for the period of implementation of the national strategy); an increase in the level of use of MSW in the total volume of their formation (from 31.1 percent in 2021 to 90 percent in 2035);
increasing the efficiency of water use (from 60.7 rubles/cubic meters in 2021 to 62 rubles/cubic meters in 2035).
